To compile this list, we looked at several sources of information regarding the safety, cleanliness, and other factors that might influence someone's decision to live there. Then, we ranked the cities by the crime rate, with cleanliness and public schools as secondary factors. Once we had a list of cities ranked by crime rate, we looked at the crime rate per capita and the cost of the crimes committed in the area per capita, which are different. Per capita crime is how many crimes are committed per person while cost per capita indicates how expensive the cost of crime is per person. These assessments gave us a solid understanding of the prevalence of crime and its effects on the population of the area.
