To create this list of TV's most chilling villains, 24/7 Tempo reviewed data and rankings from IMDb, Rotten Tomatoes, and Ranker. We looked at characters who became central to their shows by embodying corruption, cruelty, or unrelenting menace. Only live-action programs were considered, and recurring villains shared by multiple actors, like The Master in Doctor Who, were excluded.
